| Machiavelli | Thought people were generally evil, selfish and unable to rule themselves. He believe in a monarchy with no representatives, that religion should be used to control people, and that war is inevitable. |
| Hobbes | Hobbes believed that people were generally swelfish and can't be trusted to rule themselves. He felt a monarchy with some representatives is best(but King has final say), he also felt that war is unavoidable. |
