General Rules.
1. You start off by selecting a team of 6 basic or baby Pokemon. Any except for Mewtwo, Mew, Legendary Birds and Beasts, Celebi, Missingno variants, and any Pokemon not appeared on Anime yet.
2. Items cannot be used.
3. Each and every Pokemon is allowed a Signature Move, or a unique move that the trainer creates for a Pokemon. It has to be logical though Example: a sig. Move for a Tauros might be, Horn Fling. Tauros jabs opponent with horns and flings them up into the air.
4. A trainer is automatically disqualified if they do not reply within One Week or the pre-decided DQ time, of their last post, unless they acknowledge in advance they will be unable to post(example: going on vacation, etc)
5. TCG moves are allowed, but the trainer must explain what it does
6. The money prizes for everyone who interacted in battle.
Loser: 0
Winner: Money equivalent to how many Pokemon were used. Example: 3 on 3: 3¥. 2 on 2: 2¥, etc.
Ref: Money equivalent to one-half value of winner’s prize money. Example: if the winner won 5¥, the ref would get 2.5¥.
Note: Every time you spend or gain money, you MUST report it with an URL(for proof) at the BANK or else it will not count
7. A trainer can fight a maximum of 3 battles.
8. Teams must be approved at Official Team Approval Topic
9. Everytime you make a new sig move, you have to get it approved. If you want to delete one, use the official deleting Shop.
10. If you want to make a business, follow the procedures at Business Tower
All of these rules can be amended through the general consent of the ASB Council.
The chronicles of the battle of One player vs. One player
1. After everything is agreed upon, and are provided with a thread...
2.Each trainer will give commands to their Pokemon(one post, no editing), three moves or less(preferably less), and the ref will post what happens(try to be creative).
4. A withdrawn Pokemon is an automatic K-O(exemption: Baton Pass, Roar, and Whirlwind)
5. Winner gains money and a chance to evolve their Pokemon.
Section One. Legislative Branch. The Legislative branch will consist of an ASB Committee. There will be two houses:
Part One. The House of Common. The lower house; there is 5 seats, and a trainer seated will be known as a Populist. Every two months, there will be a 2 day vote for new House of Common. A trainer can be voted to the House of Commons for limitless periods. When one is seated in the House, one cannot own or be financially involved in any businesses, but will be paid 25Pé¥ a month. Anyone can be voted onto the House of Commons.
Part Two. The House of Varsity. The upper house; there is 4 seats, and a trainer seated will be known as a Seniorist. To be seated, a Mod will appoint you to 4 months increments. Every two months, 2 Seniorists will be replace with another 2 appointed. One can be appointed to limitless increments. A seniorist cannot own or be financially involved in any business during the period that he is seated. A Seniorist will be paid 35Pé¥ a month. Anyone can be appointed into the House of Varsity, except those with any criminal records.
The Legislative branch has many powers:
Part One. Creating bills. It is a former documentation that is the first phase of Appendanging/Amending. Any house can create one. To create a Bill, a seat from one of the Houses must write it up and bring it to a seat from the opposite hose. Only if one seat from both of the houses has agreed on it, can a bill be official.
Part Two. Appendages, or adding of rules.. The ASB Committee can add new rules to the existing ASB Rules. With a 4/7 majority vote, they can approve an Official Bill, adding it to the ASB Rules.
Part Three. Amendments, or changing the rules. The ASB Committee can change existing rules, by adding an Amendment. The old rules still stay, but the attached amendment will null it. With a 4/7 Majority Vote, they can approve an Official Bill to Amendment.
Part Four. Absolvation. They can excuse a trainer of a crime and null their punishment with a 5/7 vote.
If a Seated Official is accused of any crimes, he/she will be temporarily revoked from office until the matter can be investigated. If he/she is convicted, he/she will be removed from office. He can still be elected to House of Commons, but not House of Varsity.
Section Two. Executive Branch.
There will be two levels:
Part One: The Moderators. Moderators are the topmost level of all three branches, but will still be included in Executive branch as their main task is Enforcing rules. They have absolute power, but can be checked by their good will. Or so, you hope.
Part Two: The Consequential Administrating Team. The CAT are a group of specially trained law enforcers. They are the mirror-image of Moderators, except they enforce the law of ASB, not the law of UBB. The CAT have the following powers:
1. Power to ticket a civilian to fine them Pé¥, in accordance with CAT handbook
2. Power to revoke a civilian’s Pokemon with approval of a CAT Leader of Moderator
3. Power to close down any threads with a Temporary Martial Law banner
To protect the interest of the citizens of ASB, there are Protection laws.
Part Three: The Double Protection Laws
1. “Avant Attraper Pas” If the illegal activity was done before there was a law against it, the trainer is free from punishment against that activity. The results of that activity will remain, but the trainer cannot do the activity after the law is passed.
2. “Savoir Pas Attraper Pas” If a trainer does an illegal activity, but wasn’t made aware of it, he can only be punished with a Warning, and is exempt from prosecution.
Part Four: Laissez-Faire
1. Laissez-faire is the principal that the government will stay out of business’s ways
2. A business could be closed down by CAT if an investigation has proved that the business has undertaken illegal activities
3. A Moderator can also close down a business if an investigation has proved that the business has undertaken illegal activities
Section Three. Judicial Branch.
There are 4 Courts:
Part One: CAT(see 2-2) Court. If a ticketed trainer wishes to appeal a ticket or suspension, they will report here. A CAT Leader will judge.
Part Two: General Court. If one is accused with a Misdemeanor, he/she will be taken to General Court. A CAT member will preside, and there will be a jury of peers made up of: 2 CAT and 3 civilians. The accused will either provide a lawyer or be given one. The defendant and accuser is allowed to provide evidence in forms of direct quotes or URLs. The presiding judge will maintain peace in court. If anyone goes against the judge, the judge has the power to fine a person. The jury will decide within themselves in private, and an conviction is done if it passes with a 3/5 majority. Perjury in court is considered a felony. A conviction here ranges from a permanent seizure of Pokemon, cash, or other properties, according to extremity. If one believes that their conviction was unconstitutional, they can appease to a CAT Leader or a Mod to take it to a higher court.
Part Three: Standard Court. If one is accused with a Felony, he/she will be taken to Standard Court. A vote will be held, and a CAT or Mod will preside, and verdict will depend on a Majority. A conviction here ranges from a permanent seizure of Pokemon or money to reseting.
Part Four: High Court. The highest level of the judicial system. Verdicts cannot be appealed. All Moderator will vote. An Unanimous vote for conviction. Conviction can range all the way to Banishment.
Section Four. Pokemon Rights.
1. Pokemon won after battles. For matches that are (1 on 1, 2 on 2, and 3 on 3), there will be only 1 catch/evolve for a win. For matches that are (4 on 4, 5 on 5, 6 on 6), there will be 2 catch/evolves allowed for a win.
2. Gym/Elite Prizes *will be decided with results of an upcoming vote, please change when vote is over*
3. Changes in rules For one of the rules above to change, 1 of 3 things must happen.
A) A 4/7 vote in the Committee
B) A complete Mod agreement
C) A general public vote, with the winning vote holding over 50% of the vote This also includes additions of rules on the effects of winning battles, or anything else like that.
Section 6. Refs
There will only be ONE ref alliance, the Ref Tower, and no more will be permitted.
There will be three main kinds of ref.
Part One. Head Ref
There will be only one head ref, and he/she will be decided by the mod. This person is
now responsible for the Ref Tower. He/she will be given unlimited ASB bank account to
pay his/her fellow refs, according to Monthly Achievement. The Head Ref can also withdraw from the account for business-related purposes and personal-business(if it is not extravagant). The Head Ref holds these responsibilities:
A) Make sure no-one is reffing in a biased way.
B) Keep an eye on sig. moves. If the Head Ref finds or is told by one of the Master
Refs that a sig. move is unfair, he/she should notify the approvers.
C) Design a manual of estimated and wide-ranged Pokemon attacks and effects which can be handed out to Master Refs, to stop any petty disputes.
Part Two. Master Refs
There will be 5 master refs, not counting the Head Ref. These five will be decided by
the Head Ref, but a Master Ref can be removed by a Committee vote or by Moderator assent. If one Master Ref decides to step down, another may be appointed by the Head Ref.
These are, simply put, the best quality refs they hold the following responsibilities:
A) Make sure no-one is reffing in a biased way.
B) Keep an eye on sig. moves. If a Master Ref finds that a sig. move is unfair, he/she
should notify the Head Ref.
C) Own a manual of estimated Pokemon attacks and effects, handed out by the Head
Ref, to stop any petty disputes.
Part Three. Standard Refs
Anyone may become a Standard Ref. The Head Ref should set a “mock battle”, and
anyone who wishes to become a Standard Ref should ref this “mock battle” as if it
were a real battle. If the Head Ref approvess mock reffing, that person henceforth
becomes a Standard Ref. The Head Ref should change the “mock battle” weekly.
Part Four. Pay
Refs will be paid a regulated wage by the Head Ref, with room for promotions.
Section Seven. Approvals
There will be three main kinds of approvers:
Part One. Head Approver
There will only be ONE Head Approver, and he/she will be decided by a public vote.
He/she will then have supreme power over all other approvers. He/she will have the
following powers and responsibilities:
A) Approve teams
B) Overruling other approvers if he/she feels that their approval is incorrect.
C) Keeping an eye out for un-approved sig. moves.
D) Keep a record of EVERYONE who has had their team approved, which Pokemon
and sigs have been approved, and what effects each one has.
Part Two. Approvers
Aside from the Head Approver, there will be 4 other approvers. The Head Approver
will put out a Team Approval test, and the 4 people who score highest will become
Approvers. Approvers can only be overruled by the Head Approver. Approves are
required to approve at least five times a week in order to maintain their position
(unless notice has been previously given that they will be unable to approve for a time
because of illness, vacation etc.).
Part Three. Approval Assistants
There will be 2 Approval Assistants.
Approval Assistants can be overruled by both the
Head Approver and the Approvers. The Head Approver will put out an approval test,
the four people who score highest will be Approvers, and the next two people who
score highest will be Assistants. Assistants are required to approve at least three times
a week in order to maintain their position (unless notice has been previously given that
they will be unable to approve for a time because of illness, vacation etc.).
Part Four. Pay
The Head Ref should be paid 10¥ a week. The Approvers will recieve 7¥ each per
week, and the Assistants will be paid 5¥ a week.
Section 8. How to get a Business
Businesses vary in many different sorts. From the heavily despised Tune Up Shop (no longer n ffect) to the Pokémon Shop. The only way to get a Business is to get it approved in the Business Approval Tower. To get a shop approved, you must first think up an original idea [which means you cannot use a shop that is already in use], and if it is approved, you need to pay an amount of money, or PokéYen to get it set up. Here are certain guidelines as to how to get your business approved.

Section 9. How to make Money in ASB. There are many ways to earn PokéYen in the league. The most common ways are through Businesses. Well, to the newcomers who don't have a Business, there's always the easy way. The easiest ways to collect PokéYen is either to be a referree of a battle, or win a battle. Another way is by asking other people--as most rich people are very nice towards handing out money. Or you could sell a Pokémon or two.
Section 10. What to use your Money On
several things in the league can be bought with money. There is the well-known Land Grant service, which was established by staron PBI agent. I wouldn't recommend wasting your money there, however, being that owning land in ASB will not benefit you at all. You can also spend your money on buying new Pokémon, which is the best use for it. The lesser known ways to spend your money are buying your own Business or having one of your Pokémon's signature moves deleted.
Section 11. League Bank
What is the Bank? Simply put, it databases all the money you currently have with you. Whenever you receive PokéYen, you are to go to the bank for it to be acknowledged. If you don't tell the bank you have received it, it won't exist. Its also best to go there whenever you lose money through any means.
Section 12. How to Distribute Power
The power of the Business Approval, Arena Approval, Exchange and Bank Towers will be distributed through means of a vote. League members will vote on those whom were pre-Nominated. The person or persons who receive the most votes will be a part of one of the aforementioned towers.

Houses of the Committee. If you would like to make a bill, please send that bill to a person in the opposite house. If they approve it, then distribute the bill throughout all the Seats, and then send the votes to a Moderator.
Cat Leaders. You will submit 5 people each you want to be on the CAT Team. If you do not already have a CAT Manual, one will be sent to you if you ask. Pencil in some stuff that you would like added to the Manual. Then, train the 10 people on the CAT Team.
Approvers, do your job. Hire the people that you need in accorance with the Rules.
