If you are using a mac, refer to this site.

If you are using a PC,
  1. open Regional and Language Options in Control Panel. On the Language tab, under Supplemental language support, select the Install files for East Asian languages check box. Click OK. You may be prompted to insert the Windows CD-ROM. After the files are installed, restart your computer and follow the next steps.
  2. Follow the path: Start Menu>>Control Panel>>(Date, Time, Language, and Regional Options)>>Regional and Language Options>>Languages.
  3. Make sure the two boxes under Supplemental language support are checked. (Otherwise, you need to install them). Follow the path: Text services and input languages>>Details>>Add>>Input languages>>Japanese.
  4. Once you open the activity, make sure that the keyboard input is set to Japanese by clicking the area to type and pressing Alt + Shift or by clicking on the icon EN on the Task bar and selecting JP.
  5. Click the icon next to JP (Input Style) and select IME standard, then click the third icon (Input Mode) and select Hiragana.
