[The Congress shall have Power] To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings.
The public land in each of the counties belongs collectively to the people of the county. The Board of County Commissioners would be the property managers and would have the authority to sell or lease land to individuals interested in cultivating industrial hemp. The revenue generated should pay for all services provided by the county.
This would eliminate the county's dependence on state and federal funds.
Surplus profits would be shared equally among the county residents.
