Until December 18, 1865 only three-fifths of the African-American men wee counted for the purpose of apportionment in the House of Representatives.
Today the state of Wyoming has a population of 576,000 and has one Congressional Representative. Florida has a 27 Congressional Districts representing an average of over 800,000. In other words, over 200,000 Floridians of all races, creeds and colors are not being counted for apportionment in the House.
The apportionment in the House of Representation was supposed to be based on proportional representation. In order for the states to be equally represented all of the Congressional Districts in all of the states would need to be the same size.
Iff Florida and Wyoming were equally represented, Florida would have 10 more Congressional Districts and 10 more electoral votes.
