A group of words can have a subject and a predicate (verb), and not express a complete thought. These are dependent clauses; they depend on another clause to give them meaning. Example: Before Jack picked up the marbles. The subject is Jack; the predicate is picked, but this clause does not express a complete thought. It needs another clause to complete its meaning.
