There really is no such thing as an "informal amendment" Amendments are written law in the Constitution. Everything else is just power posing as the Constitution. Don't believe the notion of an "informal amendment." We do things that are good, bad and indifferent that aren't in the Constitution, but that doesn't make them part of the Constitution.
