Note: the term "mandatory spending" is deceptive. Whether spending is called mandatory or discretionary the fact is Congress can stop spending the money any time. With the exception of the pay of certain constitutionally mandated Federal officials such as Representatives, Senators, President, Vice President, and the Justices of the Supreme Court there is no actual mandatory government spending - it is almost all discretionary. We can actually reduce the size, scope and power of government if we want to. We can reduce government's presence in our lives
