Unless the impersonal expression shows truth/certainty/fact, etc., you MUST use subjunctive.

Subjunctive is also used in expressions of UNCERTAINTY. If certainty is UNKNOWN (for example, you are asking someone but are unsure of their belief) use subjunctive as well. Using PENSAR and CREER affirmatively is NOT an expression of UNCERTAINTY as that is what the person believes.
