    Ensure operational consistency between battalions, companies and shifts.  
    Develp regular training schedule and programming for company level drills and officer/leadership development.  
    Develop performance accountability systems for firefighters, officers and administration.  
    Go beyond sensitivity training - develop relationships with non-traditional community members.  
    Ensure systematic identification and resolution of issues in a fair, respectful and equitable manner.
