By December 15, 1791, three-fourths of the states had ratified the first ten ammendments, the Bill of Rights.

| Eighth Amendment | Freedom from excessive punishment |
| Ninth Amendment | States that there are rights not mentioned in the Constitution |
| Tenth Amendment | States that States retain powers not granted to the federal government |
