| Step 4 | if floor passes bill, it goes to other house and goes through steps 2 and 3 |
| Step 5 | if different version passed in each house, it goes to a conference committee which creates single version, then is sent back to floor for approval |
| Step 6 | once both houses pass same bill, it goes to the President |
| If President vetoes bill | bill is sent back to Congress where both houses need 2/3 vote to override veto |
