Northwest Ordinance,  | Law that set up a government for the northwest territory, guaranteed basic rights, and made slavery illegal. |
Shays Rebellion,  | Revolt in Massachusetts led by farmers in reaction to high taxes |
Constitutional Convention,  | Gathering of state representatives to revise (fix) the Articles of Confederation |
Virginia Plan,  | Plan at the constitutional convention favored by larger states that called for a strong national government with three branches and a two chamber legislature. |
New Jersey Plan,  | Plan at the Constitutional Convention favored by smaller states that called for three branches of government with a single chamber legislature |
Great Compromise,  | Plan at the Constitutional Convention that settled the differences between large and small states. |
3/5's Compromise,  | Agreement at the Constitutional Convention that three fifths of the slaves in any state be counted for its population |
Federalists,  | Supporter of the constitution who favored a strong federal or national government |
Federalist papers,  | Series of essays by federalist James Madison, Alexander Hamilton and John Jay in support of ratifying the constitution. |
Anti-Federalists,  | People who were against the constitution and a strong national government. |

Bill of Rights,  | First 10 amendments to the United States Constitution |
democracy,  | A government where the people have the power to make decisions. Two types: direct and indirect |
confederation,  | Government where power is divided between the states and a national government. The states are stronger than the national government. |
Federalism,  | A government where the power is divided between a national and state governments. The National government is stronger than (or supreme over) the states |
