Trait average is the average of the trait marks and is an overall mark of the whole sailor. 3. Summary group average is the average of the trait mark for the group of Sailors being evaluated together within that peer group. 4. Reporting senior cumulative average is the average of all the trait averages given by that reporting senior for all evals done by that reporting senior. |

Discuss the four areas they are to be assessed as outlined in reference (a). | In September 2006 the MCPON introduced his Mission, Vision, and Guiding principles for the Navy’s Chiefs Mess. The intent was to re-enforce the expectation of Chief Petty Officers as Deckplate Leaders. Over the course of 18 months the Mess and the rest of the Navy have recognized the Guiding Principles as the standard by which we should be evaluating Chief Petty Officers and it established a baseline of expectations. The revised Chief Petty Officer Evaluation (CHIEFEVAL) aligns the Navy’s expectations of senior enlisted leaders with the way they should be evaluated. |

TRUIC COs for members who are cross-assigned out to commissioned/operational Navy Reserve Units should submit PIMs to the operational unit CO for Sailors who provide support to the TRUIC and/or NRA when not performing duties at the operational unit. |
