On September 25, 1789 twelve proposed amendments were submitted to the states for ratification.
The originally proposed First Amendment established
that congressional districts maintain a ratio of one representative for every 3o,000sen tative inhabitants.
Once the number of representatives reached 100, the ratio would increase to 40,000 to 1 and when the membership in the House reached 50,000 that ratio would have been permanent. James Madison in the Federalist Papers number 54 and 58 clearly explain the intent of the framers of the Constitution
