The purpose of the Constitution was to prevent the potential abuse of power by overzealous government officials.

According to the Northwest Ordinance all states to be added to the Union must be added on "Equal Footing" with the pre-existing states. Less than 1% of the land in New York is Federally owned while over 84% of Nevada is Federally owned.
During the summer of1787 before the Constitutional Convention was called to order the delegates of the Articles of Confederation met and drafted a document known as the Northwest Ordinance.
It established that each of the states that would be added to the union must be admitted on equal footing. This provision meant that each of the new states would be equal to the original 13.
In Article 1 Section 8 Clause mandates that the Federal Government can only own land in the states for military fortifications, dockyards and needful buildings. This clause reaffirms the right of the states to be treated equally.
