The House Needs to be Reapportioned

ont-size: 24pt;">Congress froze the number of members in the House of Representatives to 435 with the Perrmanent Aportionment Act of 1929. 

This statute clearly violates the principle of proportional Representation. The Virgina Plan proposed by James Madsion entitled the states with twice as many people to have twice as many representatives 

The statute that was passed created Districts that were not properly apportioned.

Instead of freezing the number of representatives, Congress should have required that all of the Districts be equally apportioned.

The number of people in every distrcts needs to.be equal. Currently Wyoming has one representataive for every 576,000 and Delaware has one representative for 989,000.

This discrepancy gives people an unequal voice in Congress and in the allocation of electoral votes.

According to the Constitution each state is entitled to at least 1 representative and no state may have more than 1 representative for every 30,000 inhabitants,

This means that the number of representativesa state can have can not exceed one for every 30,000, it does not mean that the sizeof the districts is limited to 30,000.

According to the principle of proportional representation the ratio of representatives o the number of their costituennts must be equal.

Wyoming has a population of 576,000 and has one representative while Delaware  has a population of 989,000.

It the size of Congressioanl in Wyoming and Florida were equalually apportioned Florifa would have 8 more Congreesioanal Representatives and 8 more electoral votes.

If every Congressional District had the same ratio as Wyoming the number of Congressional Representatives would increase from 435 to 574.

Congress has the Constitutional authoruty to repeal the Permanent Apportionment Act of 1929 and propose a  new statute that would guarantee all Congressional District must be equally apportioned.

Any proposed statute would require that every state have at least one representative and that no state could have more that one representative for every 30,000 of their inhabitants.
