To prevent the abuse of power by the Executive Branch, the delegates
believed that allowing Congress to choose the President would that violate the principle of the separation of powers.
The delegates also rejected a Nationwide popular vote, because voters in the large stat
e would dominate the Presidential elections. As a compromise they
created the Electoral College with every state was given the
the power to choose 2 At Large Electors and 1 additional elector equal to the numer of Representatives in the House.
Initially most of states created Congressional Districts and assigned one Elector in each of the state's districts. Delaware, Connecticut, New Hampshire, New Jersey and
Rhode Islanddid not. Their electors were chosen at large. each of these states had their Electors chosen at large.
James Madison advocated that every state should be divided into Congressional Districts and that each District and the voters in that District should choose their
Presidential Electors should be elected by the voters in their District.
It was the intent of founding fathers that there should be 1 Congressional Representative and 1 Presidential Elector for every Congressional District and that every
District to have a population not to exceed 30,000 inhabitants.

.The problem with statewide popular elections is that the majority of voters are ignorant and uninformed. IN District wide Presidential elections most of the potential voters
would be their friends or neighbors.
The electors were to chosen to be a panel virtuous wise men who the people of the district voters could trust .Voter's in statewide elections tend to vote
for the party instead of the most trustworthy candidate.
The Electors is a "Winner Take All State" All of the votes cast on the runner up are not counted .The principle of One Person One Vote |is disregarded.
