Use your textbook pg. 113.
You will decide if the obligation is person specific (a form of TENER + que + infinitive) or impersonal (hay que + infinitive).
If it is person specific, you must conjugate TENER to agree with the subject.
If it is impersonal, simply write "Hay que".
