One of the most important tools in the analysis of arguments is the ability to distinguish premises from conclusions. Premises are what give you reasons to give your assent. (Why you should say 'yes')
Conclusions are what you are being asked to assent to. (What you're being asked to give your 'yes' to -- often but not always a course of action.)

The order doesn't matter -- don't take that 'pre-' literally
