    Option 1: Eligible GE candidate students with 88 as the lowest grade in the four core subjects and unrank (lottery), SPED 85
    Option 2: Current ranking system of 90 as lowest rank and ranked (students with 93-94+ actually are often lowest ranked), SPED 87
