    Position B: A national leader should be elected by the people for a fixed term.


  1. Issue #3: Should the executive be elected by the people or appointed by state legislatures?
    Position A: The executive should be appointed by and responsible to state legislatures
    Position B: The executive should be elected by the people as a whole.


  1. Issue #4: How should the states be represented in the national legislature?
    Position A: Representation in both houses should be based strictly on population
    Position B: All states should have equal representation in the national legislature
    Position C: Eliminate state boundaries and create thirteen new units with equal population, each having an equal vote in the legislature


  1. Issue #5 How should the national and state governments divide power?
    Position A: To be effective, the national government should be more powerful than the states
    Position B: The power of the national government should be limited and the remainder should belong to the states
