What percentage should the EOC's and NC Final Exams count towards a student's final grade?

The NC State Board of Education recently passed a policy stating the NC Final Exams and the EOC's must count a minimum of 20% of the student's final grade. Please let me know what you think. Remember, the score a student gets is based on the developmental scale score and is converted to a 0-100 score to be used when figuring the final grade. Last year about 40% of the students scored a level III or IV on the EOC's, so about 60% of the students would have a score of 70 or less based on the conversion.
