With Prep Phrases, look at the word that is next to the phrase. If it is a noun, then the phrase could be an adjective. See if the phrase answers the question WHICH one? WHAT kind? HOW many/how much?. If it does, then it is probably an adjective. Last way to check, is the prep phrase movable? Adverb prep phrases are movable and the move doesn't changes the meaning of the sentence; adjective prep phrases are NOT movable.
