Draft Guiding Principles
Please answer the following questions on BWF's draft Guiding Principles for the W-2 program. Thanks for taking the time to share your input. We'll use your input to finalize our proposed Guiding Principles to the Secretary's office. Please remember that these Guiding Principles are still in draft form and should not be shared with individuals outside of the Department.

- Principle 1. Work is the best way for parents to support their children financially. Parents who are working are better able to meet the financial needs of their children. W-2 will help parents prepare for, find, and maintain employment.
Is this Principle understandable?*

- Do you agree with the intent of Principle 1?*

- Principle 2. Children need the emotional and financial support of both parents. W-2 will provide benefits to both custodial parents in a two-parent family and extend services to non-custodial parents whenever possible.

- Principle 3. W-2 participants are parents as well as job seekers. Balancing work and family is a 21st Century challenge for most parents. W-2 will work with participants to find their balance between work and family understanding that employment is the best way out of poverty.

- Principle 4. Children succeed when their family succeeds. Children face multiple challenges when they grow up in a family under economic stress. When parents succeed by gaining economic stability through work, they are better able to support their children both financially and emotionally.

- Principle 5. Economic stability is a process. Getting a job is the first step in gaining economic stability. W-2 will provide supports and services including education and training to help parents maintain consistent employment. While work is necessary to get out of poverty, it is not always sufficient. W-2 will help parents connect to other work supports such as FoodShare, BadgerCare, Wisconsin Shares Child Care, the Earned Income Tax Credit, etc.

- Principle 6. W-2 services are available for those who are willing to participate. Parents across the state will have equal access to quality, individualized services. Parents, for their part, must be willing to participate to the best of their ability. In exchange, W-2 program and policy will focus on what the parent is doing today not what they have done in the past.

- Principle 7. Families are better off as a result of receiving W-2 services. During each interaction, W-2 will help parents understand their choices and provide support to help parents reach their employment goals. W-2 will work with participants who are connected to other programs to coordinate their service plans.
